Did you just reboot or update the server?

To solve any situation related to a possible failure of .rpm by means of some update you can run the following.

    cd /usr/share;rm -rf doc;/usr/local/cpanel/scripts/check_cpanel_rpms --fix

Note: The reason for removing the "doc" folder from the directory is for cPanel to reinstall some rpm and repair any rpm that is in poor condition.

    Hello,

Can you verify what operating system is installed on this server? It's possible this relates to internal case CPANEL-15780 where Mailman is not started after Exim restarts on CentOS 7.

    Thank you.
