The service “tailwatchd” appears to be down.

I receved an email not long after the setup was complete saying that "The service “tailwatchd” appears to be down."

How do i start it back up or try and get it working?

You will have to restart the cPanel service which will restart tailwatchd. The command to restart is as below.

/etc/init.d/cpanel restart

I tried the command, but without success.

It's safe to assume the service is running as expected if you only received the single notification (though you could run the "/scripts/restartsrv_tailwatchd --status" command if you wanted to verify that). This document explains how the service functions:
