I am getting error for tailwatchd from eceived email,

Do you notice any additional output to /usr/local/cpanel/logs/tailwatchd_log when this service fails to start?

Could you check if the service is still down? EX:

If not, it's possible the service was only down temporarily, leading to the email notification you received.
