Can you confirm if PostgreSQL was uninstalled (or it's RPMs removed) prior to encountering this error message? To check, review the output from the command below:

rpm -qa|grep postgresql

I have this issue and this is my output

i have fixed this issue as it was not configured on my WHM.

i have initialted this and created a user and all now works well.
