For reference, the functionality you mentioned stems from the following feature added in cPanel & WHM version 72:

Potential spammer hourly threshold tweak settings
In cPanel & WHM version 72, we added the Number of unique recipients per hour to trigger potential spammer notification. option in the Mail tab of WHM's Tweak Settings interface (WHM >> Home >> Server Configuration >> Tweak Settings). This setting specifies the number of emails sent by any email account in one hour that will cause the system to send an alert notification. In earlier versions, we configured this setting to a value of 500.

We also added the Monitor the number of unique recipients per hour to detect potential spammers. option, which allows you to enable or disable the check for the above option. The option defaults to Enabled.
There are no corresponding API functions associated with this feature. The /usr/local/cpanel/scripts/eximstats_spam_check script is setup as part of a cron job and used to query the eximstats database, and report possible spammers.
