Theme Changer/Switcher

Ive already noticed this in cPanel and in the changelog it states:

"Added theme switching feature for cPanel when logged in as reseller."

Now this works fine in the x skin but when i switched over to blue lagoon to test it i dont see the list anymore, any ideas?

Also is it possible to make this available to normal users and not just resellers? if so, how? if not, will this be added?
