If you look closely at the cpanel panel on the home page, you will see cpanel /whm written in the upper right.

I am just speculating however.

Is there a reason why you can't ask them?

If you are buying a dedicated cpanel server, then it will come with access to whm (they are actually both part of the cpanel 'package').

Well good luck with that.

After looking through that site a little more, I see that all they do sell is cpanel/whm and windows licenses. I guess your dedicated server is coming from someone else.

The site looks like it means the full thing, cpanel + WHM, but the features list only lists cpanel features. I don't think it's possible to provide only the cpanel end without being the hosting provider, so it pretty much has to be the full program (a cpanel license). On the other hand, $19.95 sounds low for a cpanel license. I definately suggest contacting them to ask.

Go on, have a guess
The price is right and it's for cPanel and WHM but...

from the order page:
CPanel / WHM (internal license only)
That internal license only means that the licenses are for NOC's only, not individual server admins.

It says on the top right corner of the feature list CPANEL/WHM and it's an unlimited domain license so I would say yes it does include them.
