If I have a user, xyz, waiting on a domain name activation, I can have them view their site at http://myipaddress/~xyz/. Without the trailing slash, the page doesn't work however. Is there a way to make it work as well?

It isn't probable.. Mainly becoz the apache webserver serches for ~xyz inside the server if the "/" is not given and it fails. Now incase you give the "/" the apache immediately recognizes it as a folder and gets it up.
