Tomcat issue

    We have a number of Tomcat applications running on a Cpanel server. Recently, we hosted a new website on the server which is using Tomcat. The issue is that whenever the customer uploads any new file, we have to restart Tomcat service for changes to reflect. We have never restarted the Tomcat service for any other websites hosted on any server after every new upload. What could be wrong with this website which requires Tomcat restart after every upload?
