I am totally new for all that,

how I can start with me CP.
my domain is nnjj.net
need to creat account first right?
I tried to but come with this error

Sounds like your cpanel wasn't setup with a pool of IP addresses to allocate to dedicated IP accounts. In WHM, under "IP Functions" click "Show or Delete Current IP Addresses" and see if there are any listed other than your primary IP. If not, then you need to add them with the "Add IP address" option, or contact your service provider/hosting company.
