How does cPanel limit the amount of transfer a certain website can use?

Let's say i set a limit of 5 GB, where does it store this value, and how does it calculate when the account is over it's limit?

I am having a problem currently that cPanel seems to just be counting outgoing requests, and not the incoming requests to Apache, this means that if a user gets a lot of POSTS's to their site, but fairly little GET requests for websites, his bandwidth does not seem to go over a limit, even if it is set at 5 MB, and we POST 30 MB to the site.

This is causing problems because i pay for incoming and outgoing, and they get combined to calculate the total.

So if i have 10 GB of transfer available, when 1 GB is uploaded, i have 9 GB left, if 3 GB is downloaded i have 6 GB left. So it would only be fair if the POSTS get counted as well, to provide proper transfer limitations.
