Transfer of reseller accounts - corrupt cpanel?

I transferred all of my accounts from a 9.9.2 to 10.2.0. I have two resellers; myself and another user. The cpanel on all my accounts seems to work fine, but on the other resellers the cpanel is missing info (icons are there but no text). And for example if you click on the icon for email, the only link is for Email Domain Forwarding. See the two shots below:

I realized that the other reseller uses packages, and I do not and that his packages did not transfer over with all the accounts. So, I recreated the packages, but am still having the same issue.

Has anyone seen this, and how can I fix it?

Upon further review it seems that 9/34 of his accounts have this problem, not all. There is no common package, so the package may not be the problem.

I checked the other reseller account and 0/19 have this problem.

Fixed: I did a modify account (not changing anything, just saving), and this corrected the problem.
