Transfering client sites, server to server

I am a reseller, and I am considering changeing hosting suppliers. My problem is, how do I transfer all of my client sites over to the new server, without downloading each site and then uploading it again? My current hosting supplier has done this for me in the past using WHM. Only that option "is not" available to me in "my" WHM control panel! Is that option only available to the supplier that actually owns the cPanel license? Or can it be made availble to me through my control panel? I really need an effective way to transfer all of these sites, as I have several of them.

The transfer account is one of the privileges granted(or not) to each individual reseller, if your current supplier does not enable it for you, you should ask them why

I thought it was only available to the root user.
