I want to transfer my accounts to a new server, on the first server I do NOT have ssh so keep that in mind. What would be the easiest way to transfer all of the accounts keeping their setup so nothing is missed in Cpanal/WHM?

    Any help...

Take a backup, ftp it to the new account's home directory and restore it.

If you have root login and password then you can use Transfer account option in WHM.
Using this you can transfer the accounts.

yeah - you can do this without knowing root password. If you want to transfer accounts from WHM, you will have to need the IP address of your old server, username and password for the corresponding doamin. I'm talking about "Copy an account from another server with account password" option.
