TTFB Issues

Hello, i have issues with my server, all site on https have like 4000 ms, this is normal?
I just uploaded a blank html and i have like 2000 ms. I checked the forum but no glue.

My conf is CloudLinux + All PHP Options + OpCache + mod_lsapi
