The problem is the character set on your web browser.
The default character set is iso-8859-1 when you are using Turkish language and it causes the problem. You may edit the skin file so it uses iso-8859-9.
There is no setting for the character set for language files.
I convert all Turkish letters to English letters to solve this problem.

    -------------------------------------

Problem web tarayicindaki karakter setinden kaynaklaniyor.
Kullandigin skinde karakter seti iso-8859-1 tanimli oldugu icin Turkce karakterler cikmiyor.
Skin dosyasini edit edip karakter seti iso-8859-9 yapabilirsin.
cPanel dil dosyasinda karakter seti ayarlamasi yok malesef.
Ben bu sorunu dil dosyasindaki Turkce harfleri Ingilizcelere cevirerek cozdum.

You can set the character set from:
    /usr/local/cpanel/base/frontend/x/stdheader.html
    or
    /usr/local/cpanel/base/frontend/x2/stdheader.html

    --------------------------------
    Karakter setini asagidaki dosyalardan degistirebilirsin:
    /usr/local/cpanel/base/frontend/x/stdheader.html
    veya
    /usr/local/cpanel/base/frontend/x2/stdheader.html
