In my tmp directory, Urchin takes up 600+ MB!
I delete the tmp directory, and it comes back after a few minutes...

Is there a way to turn off Urchin? And keep my tmp folder empty? I don't need those stats.

Delete the files/folders under the urchin directory. Then change the permissions on the urchin directory itself to read only (no write or execute) for all users. Urchin will then no longer be able to write stuff into that folder.
