In whm-> configuration,-> tweak settings, all of the options are maked by "**". The note on the bottom of this page is said "Items prefaced by "**" indicate previously missing options which will receive the default setting. " I am not sure what is the meaning of this sentense. Is there a way that I can get rid of "**"?

Edit the page and save it. Saving means you have seen the settings and (in theory) have set them as you desire. If there are any new settings the next time you visit the page, you will have the ** in front of the new (unseen) items that are on the page.
