This used to occur if a user was trying to log in whilst over quota (IIRC).
What version of WHM/cPanel are you using?

    I'm using WHM 10.0.0 cPanel 10.0.0-E108
    Fedora i686 - WHM X v3.1.0

How can I avoid this situation?

I thought the issue was resolved a while ago...
Are any accounts under the UID that is running the neomail processes, over quota?

Mmm yes, all the accounts generating the problem are overquota

Is there any way to fix the neomail problem?

    a: increase the users quotas...
    b: disable neomail
c: log a fault with cpanel?
d: check the developers site for possible info

it may be the coding in neomail though.. I am not sure exactly, so it really depends wether cpanel can fix it or not...
