Unable Connect To Server and why? Need help

I am running on Hybird Server with Root Access, and have a FileManger for accessing my root server files. I am getting
Unable to connect to server

http://MYIP(remove ip for saftey)

Unable to connect to server

When in WHM also under List Account's I click on the IP try to get my website while waiting for domain to point to the server....
http://MYIP(remove ip for saftey)/~username/ still get's Unable To Connect To Server. What is causing that error? On my home mechine owns Mcafee Virus Scan that should not have anything to do about it. And I have a WIFI/Lan Router has Firewall also. What is causing IP unable to connect to the server?

Kindly check the apache error logs for the exact error message.

Check whether your IP is blocked.

You can get your IP by visiting What Is My IP Address - Shows Your IP Address. Check whether that IP is blocked in the server firewall.
