I just upgraded to 10.8.1-E19 and immediately after the update,
I started experiencing the very same thing ....

I CAN NO LONGER CREATE NEW ACCOUNTS !!!!

I am getting precisely the same response as what cyexx described above!

Everything was working fine on 10.8.1-E17 before the update.

EDIT: I just forced a manual update on another machine we have on a totally
different network and it is also doing the same thing after the 10.8.1-E19 update

    Go on, have a guess
Coming here won't help unless someone happens by with an idea. You should log a support ticket through your cPanel license provider to get it fixed.

Like y0rgos, I've also got new accounts waiting in backlog to created ....
/var/log/messages and other logs of no help .... first place I looked.

EDIT: I just tried to submit a bug report but you need an account to do that and
aparently their system is screwed up because it's not sending any email messages.
I've checked the server logs and confirmed that cpanel isn't sending the confirmation
mesage needed to complete the signup for the bug system

I FOUND THE SOLUTION !!!!!!! REBOOT THE MACHINE !!!!

Anyone finding that they cannot create new accounts after getting
the newest Cpanel updates per above should try rebooting their
server machines! Apparently something Cpanel changed in the
the latest update either killed off a needed process or updated
    something that requires a reboot.

In any case, both servers having problems after the latest update
returned to normal operation again following a full server reboot
and I can now finally create new accounts once again!!!!!

Ya looks like that finally fixed it just seemed weird since took a few reboots for it to work and also clear out the garbage accounts from passwd and group from where it would dump half way

    Hello,

There is no need to reboot the server. :)

You need to remove following files from /etc/
    #gshadow.lock
    #group.lock
    #shadow.lock

    It should fix the problem.

nope, i know the tricks with the shadow files and it was not getting stuck on writing to them it was a cpanel glitch that was following its own protocols for making new users and for the time it takes to do a reboot I had to do it since when paying customers cannot be setup they don't care about shadow files and things of the like
