I am about to install a licensed version of Cpanel on a cloud server. The hosting provider has informed me that I am unable to change or create any partitions, so there is no way for me to use Cpanel's recommendations.

Here is a copy of what the df command reports:

Filesystem 1K-blocks Used Available Use% Mounted on
    /dev/sda1 39220672 823036 36405344 3% /
    tmpfs 511336 0 511336 0% /dev/shm

Filesystem Size Used Avail Use% Mounted on
    /dev/sda1 38G 804M 35G 3% /
    proc 0 0 0 - /proc
    sysfs 0 0 0 - /sys
    devpts 0 0 0 - /dev/pts
    tmpfs 500M 0 500M 0% /dev/shm
    none 0 0 0 - /proc/sys/fs/binfmt_misc

Do you think this will cause any issues?

cPanel will run just fine on a single / partition. Having a separate partition for /tmp for security reasons is recommended, however cPanel will create it's own block device to mount /tmp on so that it can be secured (mounted as nosuid/noexec) since you don't have one.
