Same situation at my side.
After upgrade to version 80, file system quotas has been disabled. It occurred on 2 separate instances. Clicking the button to enable file system quotas and rebooting, does not resolve the situation. I cannot enable file system quotas and the warning stay in place.
In other words, file system quotas is disabled and it is necessary to enable it but I can't.

I moved this post over to it's own thread, as CPANEL-27976 relates to the ability to hide the warning banner on systems where the administrator intentionally wants to disable filesystem quotas.

In your case, the best approach is to determine why quota is not working on your system. Can you confirm if you've reviewed the steps on the How To Fix Quotas document? If so, we're happy to take a closer look at the affected system in a support ticket to see why quotas are not working. Post the ticket number here if you decide to open a ticket and we'll link this thread to it.
