Unable to obtain apache version information. Your apache server at 64.124.xx.xxx may be down, or unreachable.

    httpd has failed to restart.

I had the same problem and I did
    /scripts/restartsrv_httpd

It showed me a bad group username. I terminated that user, then apache was restarted successfully.

    Now when I do:
    /scripts/restartsrv_httpd
    I get this:
[warn] NameVirtualHost 70.xxx.xx.XX:80 has no Virtual Hosts

    My domains almost get:

    Network Error (tcp_error)

A communication error occurred: "Operation timed out"

this means there is a NameVirtualHost in your httpd.conf that does not have a virtual host directive using that ip address below it

no need to worry about this error as it is harmless
If it bothers you to see it go through the /usr/local/apache/conf/httpd.conf and remove the extra NameVirtualHost lines and restart apache

as far as the other error that sounds like something to worry about but with the limited info provided we are not going to be able to offer much help
