Unable to open cpanel page.

A new domain was registered and I tried to access the cpanel page by accessing the page like: example.com/cpanel. The browser takes much time and displays the error: The server is taking too time to respond. I tried in every browser in my laptop and my home PC. I could not access the page. When I asked other guy to open the page then it opens in there PC. I have to upload site in that cpanel. I tried it with disabling the Firewall and Antivirus. But nothing happened.
I need urgent help. The domain is : lmtc.gov.np

When changed Domain NS?

Changing Domain setting takes 3-72 hours to work fine. That need to update ISPs and DNS servers.

This problem is only with my computer. But it opened on others PC. First it asked for some certificates and after allowing it opened.
But it does not open on my computer. I have also installed xampp and iis server on my computer. Is it the problem with the Port nos. Conflicts or anything else.
I need to upload a website and it is urgent.

That's a bit strange, Have you your issue gone?
If Not set your Preferred DNS server '8.8.8.8' on your computer connection. may be it helpful.
