Ever since I upgraded cPanel to the latest stable (WHM 10.8.0 cPanel 10.9.0-S80), and at the same time installed Mailscanner by Configserver, non of the accounts on my server are able to send emails to any and all hotmail accounts.

exim mainlog shows the emails going through successfully but they never reach the hotmail recipient. I am able to telnet a hotmail server which leads me to believe my server is not blocked. Reverse DNS was recently set up on the server as well. All incoming mail from homtmail is received no problem by all accounts on the server.

I did a search and was unable to find a solution. It seems others have the same problem but no resolution as of yet. Any ideas?

Can you paste the logs from exim_mainlog file here?

I think its just coincidence that the issue started after configservers installation.

Hotmail launched a whole new system for blocking IPs a few weeks ago - I've started a thread here: http://forums.cpanel.net/showthread.php?t=61689

The problem here is with Hotmail and it is already a well known fact that that
have serious problems and lose a lot of legitimate mail that never gets
delivered and never ends up in the junk box either .... just gone!

This is pretty much a known problem with Hotmail and I am not really sure
that there is much you can do about it other than to tell Hotmail users
that they seriously need to think about getting a better email account!

I sent a test email from horde to my hotmail account a couple of weeks ago and it took 3 or 4 days to show up, but it did come.
