What member is this? Someone that is a member on your website? A hosting customer? A forum member?

If they have a cPanel account, they are either being blocked by cPhulk Brute Force protection or a third party system you've installed such as csf/lfd. cPHulk will only block the user for a limited period of time, maybe 2 weeks maximum. You can unblock them by flushing the cphulk database. If that doesn't work, turn cphulk off then on again.

If you're using lfd/csf you'll need to check out their site for more info http://www.configserver.com/cp/csf.html

If you're ont sure what you are using, please post the exact error that your user gets so we can take a look.
