Is there a log file which shows the dates and versions of WHM and cPanel on my Redhat server?

Last night I installed Fantastico, after which time, my version WHM and cPanel reverted back to 9.9.x. I know they were at 10.1.1.

The strange thing is that my updater has always been set to "stable".

    Go on, have a guess
That usually happen when the server is first built and cPanel is installed. cPanel installs RELEASE by default but leaves Update Config as Manual STABLE. I'd suggest setting it to RELEASE and then run /scripts/upcp to put it back.

You can get the release version from shell:

    cat /usr/local/cpanel/version
