There is a bug in the Exim config options under,
Updating “Apache SpamAssassin™ reject spam score threshold”.

If you enter 8 as the threshold it actually gets changed to "80" instead of "8".

This is the intended behavior. This is actually how SA scores emails - we change it in the cPanel UI to be more user-friendly. Essentially a spam score of 100 is the equivalent of a 10 in cPanel's Spam Filters UI so in this case, the AutoReject threshold of 80 in the exim configuration manager is equivalent to an 8.0
