is this possible? I want to upgrade an account's bandwidth without actually changing their package. How do I do this?

Yes, but I haven't used WHM for a long time and cannot remember if you can do it via WHM, or if you have to edit some config files. I haven't even tested if editing those config files will affect the running of the daemon at all - I doubt it would though. But, yes it's possible.

    Click on "Limit Bandwidth Usage"?

Is it there on your WHM? If not get your host to add it in for you :D
