Hey there! When this error happens, do you see any errors in the /usr/local/cpanel/logs/error_log file on the machine? You would need root access to the system to check that file over an SSH connection, but running the following command will let you watch the error log in real time while you upload that database, and that could give you helpful details about the problem:

tail -f /usr/local/cpanel/logs/error_log

In your image, it did not state exactly what type of file you are attempting to upload. Since databases can be very large you should always upload in a compressed format. If you cannot use FileManager to upload your WordPress database, have you tried to upload using SFTP? You can use FileZilla to do this. Also what is your internet speed Upload / Download. Sometimes this can cause an issue with ISP who are attempting to curtain streaming when a process is taking too long. If your database is only 11.8kb that is nothing to worry about in size, but if your database is 500mb and it only uploaded 11.8kb that is a problem.

Not enough information given to determine cause... Please supply more.
