Hello I am having like every 10-20 minutes random server spikes I watch top and all but nothing shows that would cause load to go to 60 then 100 then 8 and back to normal or something like that, whats the best way to tell if a user is doing this, or a specific program? Specifically a user is what we think.

You should see the processes running at that time to see what is the cause of this load spike.

    Wish were that easy :)
The problem you have might be a result of many things including bad/insecure script(s), hardware going bad, sporadic DoS/DDoS attacks, spammer on server, etc.
