user mail account quota not being honored

We have a customer that has setup a mail account within thier domain and assigned it 10meg for quota. Currently that user is still getting mail despite having over 22meg in their quota listing. I have gone in and found that they have 21meg in their cur box.

Why is the quota not being enforced, and how can I force it to be enforced?

submitted official support request. Still no response from them and hoping someone out there has an idea.
