User Reporting Counter Problem with Safari

I've had the following from one of customer:

it seems that the counter on our public web site is generating an error for users who are running the Safari web browser which is a Mac piece of software. Apparently, instead of seeing the counter they get the following error:

Counter datafile
"/var/cpanel/Counters/sheffind.dat%7Cdisplay=Counter%7Cft=4%7Cmd-
6%7Cfrgb=102;51;51%7Cdd-D" must be created in cPanel first!
I've had a look and /var/cpanel/Counters/sheffind.dat exists but the longer filename doesn't, although I can see that some users have files with both the longer and shorter filename. I've checked the permissions on the file that does exist and it is owned by the correct user. Any ideas?

What is the code on the page that displays the counter?

The obvious solution seems to eb to change all '%7C' to '&' in the image url.
