users cannot change the password account

Hello,
i am running cPanel 11.25.0-E41363 - WHM 11.25.0 - X 3.9 and centos. My users cannot change the password through their cpanel interface.
I can change it as root, from whm.
Any new password i choose i get the error:

Your password could not be changed because the new password failed with the following reason : (it is based on a dictionary word), please try again!
Changing password for user steiner.
Changing password for steiner
(current) UNIX password:
New UNIX password:
BAD PASSWORD: it is based on a dictionary word
I also changed the permissions on /usr/bin/password.
Any hint?

the /script/fixeverything doesn't fix it. I also read the other posts regardig this issue.
Expect package is installed as well.
No suggestion?

I am going to take a guess at this one..
I am thinking you should go to security center then check out the
Password Strength Configuration maybe that may have something to do with it?

thanks for the hint, but the Password Strength Configuration is set up by default.
I get that error message even I use a dictionary based word, or I use for password any characters.
