Users cannot generate Remote Access keys

Our Reseller cannot generate a remote access key from his reseller login on port 2086 for an application he needs it for.

We logged into his reseller account and sure enough we we see is this;

Current Access Key:
------BEGIN WHM ACCESS KEY------
-------END WHM ACCESS KEY-------

Tried to recreate it numerous times and it will not generate.

WHM 8.4.0 Cpanel 8.4.0-E85
RedHat 7.2 - WHM X Skin v2.0

We need to know how to fix this please.
