Using DNS only as a primary DNS?

Hello all,

We need to migrate our primary DNS server over to a new one due to performance issues.
Is it possible to use a new machine with just the DNS only version and make that act as the primary server in order to avoid paying another one license just to server DNS?
Those servers are on a cluster.
