/usr/local/apache/bin/httpd-DSSL

    /usr/local/apache/bin/httpd-DSSL

    Can anyone tell me what the hell this is and why its lagging my server.

    I ask DEDNOW and cPanel all they tell me is that its a part of apache that I shouldn't get rid of.

    Why is it that every other server doesn't have it?
    This always shows up with a:

    /usr/sbin/mysqld--basedir=/--datadir=/var/lib/mysql--user=mysql--pid-file=/var/lib/mysql/highwind.northwindwebhost.com.pid--skip-locking

    Its honestly getting really annoying and no one is giving me any answers as how to get rid of it.

    That is your webserver service (apache). If it's concuming too a lot of resources you need to check out whats going on. Check the logs, run netstat, and check the apache info in the WHM. those might help.
