verify_vhost_includes doesn't recognize php_value

    I'm trying to set a php_value in a vhost include file which Apache accepts no problem and works just fine. But, when I run /scripts/verify_vhost_includes it says it's not a valid value, even though httpd configtest doesn't throw any errors and correct values are set.

    *default.conf contains:*

    php_value include_path ".:/home/test"

    *script output:*

    /scripts/verify_vhost_includes --show-test-output
    Testing /usr/local/apache/conf/userdata/std/2/test/
    No changes made without --commit flag
    Syntax error on line 1 of /usr/local/apache/conf/userdata/std/2/test/
    Invalid command 'php_value', perhaps misspelled or defined by a module not included in the server configuration
