Very Strange Horde Problem

I have a client who is using Horde as their webmail client. They want to use the html GUI when composing messages. They check the "Compose messages with an HTML GUI by default" option on the Message Composition page.

When they login using http://webmail.theirdomain.com/, the html toolbar does not show up. All they can do is compose in plain text.

When they login using http://theirdomain.com/webmail, the html toolbar shows up.

Does anyone have any idea what may be causing this strange behavior?

I figured out the problem. This is behavior is being caused by cpanelproxy. I forgot the script was installed on this account.
