Viewing other users' packages. Bug?

I use Page-Zone for my hosting. After selecting Upgrade/Downgrade an account, I am taken to a page to
select a new package. On this page, I can see everyone else's packages, not just the ones that I created. Folks on the Page-Zone forum thought that these packages would be blocked from use, but I found that they weren't. Seeing as there is no way to find out the details of other folks' packages before applying them to an account (unlike the packages that I created) my contention then is that this is either a bug in WHM or a WHM misconfiguration by
Page-Zone.

Comments?

It's a misconfiguration.

when they grant their users reseller powers - they didn't check the little box marked

"Disallow creation of accounts with packages that are not global or not owned by this user"

*note: I didn't check this myself - It's a guess...but a guess that sounds right...* ;)

Do you see them when you setup new accounts also?
