I've tested this with an account using bash and jailshell.

When I enter insert mode in vim, the arrow keys cause ABCD to get inserted instead of the cursor moving around.

Also, delete/backspace won't remove a line when there's no more text on it.

vim acts normally as root, how can I go about fixing this for users.

    Thanks.

Nevermind, install vim-common and vim-enhanced fixed everything.
