Want to run vps version on a vm on my laptop, for testing.

Can I buy license using private ip?

This is not going to work. cPanel is meant for hosting in a commercial data center, not running on a laptop on a private network.

System Requirements | cPanel, Inc.

• Because cPanel is designed for commercial hosting, we only license publicly visible, static IP addresses. We do not license dynamic, sticky, or internal IPs.
• cPanel does not support NAT.
