Web mail and php mail() not working

Hello,

I have just gotten a new environment with WHM 10.8.0 cPanel 10.9.0-R57
Fedora i686 - WHM X v3.1.0.

I am not able to send web mail or to use any php mail form to send mail such as contact forms.

Pop mail in outlook works just fine for sending and reciving. I can recive mail in web mail but i can not send mail.

In both squirrel mail and Horde they say it is sent and even puts it in my sent folder but it is never delivered.

Any ideas on what would cause this?
