Webmail theme customization

Greetings All,

Can anyone guide me on how to setup a custom theme for cpanel, specifically the webmail?

I would start from the default paper_lantern and customize that.

What I need to accomplish is the removal of all references to POP3.

From that attached image and in the configuration email.
