Website access blocked for one IP

cPanel Access Level
Root Administrator
- Removed -works everywhere in the world except at one of our branch libraries. There it just times out. Any idea if cpanel/whm could have automagically decided to block that branch's external IP? If so, I can't find it in the cp/whm gui's.
