Hello

If lets say my domain is domainx.com and my host name is host.domainx.com, can i create a website at domainx.com without having to create a new user in WHM for a cPanel?

It has 0 accounts there, what i was saying is if its possible to create a site without creating a user, user will be root

Unless you manually edit index.html in /usr/local/apache/htdocs
I do not recommend that.
Simply create user and give him domainx.com domain. Then you will have proper public_html.
