Weird cpu usage, anyone know what /usr/lib/rpm/rpmv -V --all is for?

Strange or maybe I have missed it before but what is this junk:

    Top Process %CPU 37.3 /usr/lib/rpm/rpmv -V --all
    Top Process %CPU 36.0 /usr/lib/rpm/rpmq -q --all --queryformat %{NAME}\%%{VERSION}-%{RELEASE}\%[%{FILENAMES},][%{PROVIDES},],%{NAME} %{VERSION}-%{RELEASE}\n

I am afraid someone is trying to query the kernal for information?

    Thanks,

    -Charles

We are getting this too and having stability problems. We are not sure if this is causing it. Anybody know what this is?
