Weirdness.. Same build different options per server

Aprreciate any help on this.

Here is the build:

Cpanel 5.3.0-R68

Here is the wierdness, on some servers the mysql options include:

Additional MySQL Access Hosts
Setup Remote MySQL server

Yet on some of the servers the Additional MySQL Access Hosts is not a option.

Anyone know why some servers have the option and some don't, as far as I can tell all the settings are the same and the build is exact.

That's what I was thinking maybe a skin thing,

I use Xskin.

I updated Xskin in the addon web host theme and it works now.
