Welcome Message for Ftp Anonymous login question ?

Besides, I have set a welcome message in Cpanel. But it's not work. When I login to the server with the ID : [email protected]
Show message is our server setting ???

Try placing a welcome.msg file in the public_ftp directory.

i have placed a welcome.msg , maked by cpanel in public_ftp but it doesnt work for my personal user.
When i placed it in /var/ftp everything show good but it was displayed for all my users.

Anyone know how to tell proftpd to read welcome.msg from personal public_ftp directory ?
